Last autumn, Jerald Schutte of California State University in Northridge divided a class of 33 students taking his course in statistics into two groups. The “traditional” group was taught in a classroom every Saturday morning for 14 weeks. The “on-line” group came together only for examinations at the start and end of the course. None of the students in either group knew they were part of an experiment. The online group used electronic mail to cooperate in groups of three, assigned casually. They also took part in weekly discussions held on the Internet and weekly “live” online talk session regulated by Schutte. At the end of the course, the on-line students scored 20 per cent higher in their exam. A subsequent questionnaire indicated that they had spent more time on their coursework, and that they understood the material better. Schutte attributes the virtual students’ success to their eagerness to discuss their work on-line. The traditional students tended to work in isolation. “I would say the cooperation resulted from being afraid of having no face-to-face interaction with a professor,” Schutte says. He does not think that the on-line students became more enthusiastic simply because of the novelty of working with the Internet, “most of that gave way to discouragement due to the technology problems.” “We believe you can’t dispose of the help of a teacher, at least in schools,” says Jeff Morgan, director of communications technologies at the UK National Council for Educational Technology, “though the results are perfectly reasonable for university-age students.”

The California lawmakers voted Thursday to raise the legal age to buy tobacco products from 18 to 21. The measure is part of a larger package of laws aimed at reducing tobacco use. If Gover-nor Jerry Brown signs the bill, California will become the second state, after Hawaii, to raise the age limit for buying cigarettes and other tobacco products. More than 100 cities in the U. The Security Council is the most powerful body in the UN. It is responsible for maintaining international peace, and for restoring peace when conflicts arise. Its decisions are binding on all UN members. Just how much does the Constitution protect your digital data? The Supreme Court will now consider whether police can search the contents of a mobile phone without a warrant if the phone is on or around a person during an arrest.
California has asked the justices to refrain from a sweeping ruling particularly one that upsets the old assumption that authorities may search through the possessions of suspects at the time of their arrest. It is hard, the state argues, for judges to assess the implications of new and rapidly changing technologies. The court would be recklessly modest if it followed California’s advice. Enough of the implications are discernable, even obvious, so that the justices can and should provide updated guidelines to police, lawyers and defendants.
They should start by discarding California’s lame argument that exploring the contents of a smart phone — a vast storehouse of digital information — is similar to, say, rifling through a suspect’s purse. The court has ruled that police don’t violate the Fourth Amendment when they sift through the wallet or pocketbook of an arrestee without a warrant. But exploring one’s smart phone is more like entering his or her home. A smart phone may contain an arrestee’s reading history, financial history, medical history and comprehensive records of recent correspondence. The development of “cloud computing,” meanwhile, has made that exploration so much the easier.
Americans should take steps to protect their digital privacy. But keeping sensitive information on these devices is increasingly a requirement of normal life. Citizens still have a right to expect private documents to remain private and protected by the Constitution’s prohibition on unreasonable searches.
As so often is the case, stating that principle doesn’t ease the challenge of line-drawing. In many cases, it would not be overly onerous for authorities to obtain a warrant to search through phone contents. They could still invalidate Fourth Amendment protections when facing severe, urgent circumstances, and they could take reasonable measures to ensure that phone data are not erased or altered while a warrant is pending. The court, though, may want to allow room for police to cite situations where they are entitled to more freedom.
But the justices should not swallow California’s argument whole. New, disruptive technology sometimes demands novel applications of the Constitution’s protections. Orin Kerr, a law professor, compares the explosion and accessibility of digital information in the 21st century with the establishment of automobile use as a virtual necessity of life in the 20th: The justices had to specify novel rules for the new personal domain of the passenger car then; they must sort out how the Fourth Amendment applies to digital information now.

NASA, the U.S. space agency, believes there's a good chance that we're not alone in the universe. Last fall, NASA began a new project called the High Resolution Microwave Survey (HRMS). Its aim: to find evidence of life in one of the billions of galaxies in the universe.

The search for intelligent life on other planets isn't new. It began almost 100 years ago. That's when scientists built a huge transmitter to send radio waves into space. Scientists thought smart beings on other planets might pick up the signals.

Scientists also have sent a message about humans and our solar system to a nearby constellation (星座 ). But because the constellation is 25,000 light years away, a return message wouldn't reach Earth for 50,000 years! So don't wait up for an answer.

So far, no extraterrestrial (地球外的 ) beings that we know of have returned our “ calls. ” But according to Dr. Jill Tarter, an HRMS scientist, we haven't exactly had our ears wide open. “ Now, however, ” says Dr. Tarter, “ we've built the tools we need to listen well.”

Last October, Dr. Tarter switched on the largest radio receiver in the world. It's an enormous metal bowl stretching 1,000 feet across a valley in Puerto Rico.

Meanwhile, another NASA scientist turned on a huge radio receiver in California's Mojave Desert. NASA hopes these big dishes-and others around the world-will pick up radio signals from new world.

Dr. Frank Drake has been searching for life in outer space for years. He explains the HRMS project this way: To listen to your radio, you move the tuner on the dial until the channels come in loud and clear: Now imagine radio receivers that scan our galaxy “listening” to 14 million channels every second. That's what NASA's radio receivers in Puerto Rico and California are doing.

But that's not all. Powerful computers hooked to the receivers examine every signal carefully. The computers try to match the signals to ones that scientists already recognize, such as human-made signals. If they can't, Drake and Tarter check on them. “It could prove there is radio technology elsewhere in the universe, ” says Dr. Tarter. “ And that would mean we're not alone. ” 26、NASA scientists started a new project in order to _______.
